The powerful nations with significant navies were competing for the same natural resources and lands. So obviously wars ensued and governments hired pirates (privateers) to do their dirty work also. I would put an emphasis on colonizing for natural resources, naval control of trade corridors and military engagements between the countries of England, France and Spain primarily. Also, you might want to throw in something about how governments utilized privateers as their mercenaries.
