Conspriacy theory, sensitive information and black propoganda?

scanning mind control literature on the web, there are some very outlandish and unbelievable claims. Like the claim that millions of children per year were kidnapped in MK ULTRA operations. Do you think it is at all likely that these daft stories could be sourced in the intel agencies themselves, as they try and manipulate the image (make look crazy) of people who try and investigate any sinister goings on? Make them look crazy and disinform them, ie post BLACK PROPOGANDA on the web to derail the discussion into psychotic rants so as to undermine credibility of "conspiracy theorists" once and for all!
